MC Community Services is committed to protecting the privacy and security of your protected health information (PHI). We are required by law to maintain the privacy of your health information and to provide you with notice of our legal duties and privacy practices.

How We May Use and Disclose Your Health Information

For Treatment

We may use and disclose your health information to provide, coordinate, or manage your behavioral health services. This includes coordination with other healthcare providers, your treatment team, and specialists involved in your care.

For Payment

We may use and disclose your health information to obtain payment for services provided to you. This includes billing MaineCare and providing necessary information for claims processing.

For Healthcare Operations

We may use and disclose your health information for our healthcare operations, including quality assessment, improvement activities, case management, care coordination, and compliance reviews.

Your Rights Regarding Your Health Information

  • Right to Request Restrictions: You may request restrictions on certain uses and disclosures of your health information.
  • Right to Access: You have the right to inspect and obtain a copy of your health records.
  • Right to Amend: You may request that we amend your health information if you believe it is incorrect or incomplete.
  • Right to an Accounting: You have the right to request a list of certain disclosures we have made of your health information.
  • Right to Request Confidential Communications: You may request that we communicate with you in a specific way or at a specific location.
  • Right to a Paper Copy: You have the right to obtain a paper copy of this notice upon request.

Special Protections for Minors

As we primarily serve children under 21, parents or legal guardians typically have the right to access their child's health information and make healthcare decisions. However, Maine law provides certain exceptions where minors may consent to their own treatment or control access to their records.

Complaint & Grievance Procedures

We are committed to addressing your concerns promptly and fairly. If you have concerns about the services you or your child receives, we encourage you to speak with us directly so we can work together to resolve the issue.

How to File a Complaint or Grievance

  1. Step 1: Contact Us Directly

    We encourage you to first discuss your concerns with your child's Behavioral Health Professional (BHP) or their supervisor. Many issues can be resolved quickly through direct communication.

  2. Step 2: Formal Written Complaint

    If the issue is not resolved to your satisfaction, you may file a formal written complaint with our management team.

    We will acknowledge receipt of your complaint within 3 business days and provide a written response within 30 days.

Important:

Filing a complaint will not affect the services you receive. We prohibit retaliation against anyone who files a complaint or grievance.

Service Eligibility & Coverage

MC Community Services provides MaineCare-covered behavioral health services under two sections of the MaineCare Benefits Manual: Section 28 (Adaptive Skills Training) and Section 65 (Behavioral Health Services including outpatient therapy and assessments).

Section 28: Adaptive Skills Training

Section 28 services are designed for children with cognitive impairments and functional limitations who need help building life skills.

Age Requirements

  • Children and young adults under age 21
  • Services may continue through age 20 for those already receiving services

Qualifying Diagnoses

Children must have one or more of the following:

  • Cognitive impairments affecting daily functioning
  • Functional limitations requiring support
  • Autism Spectrum Disorder
  • Pervasive Developmental Disorder - Not Otherwise Specified (PDD-NOS)
  • Other developmental or behavioral health conditions as determined by assessment

How to Access Section 28 Services

  1. MaineCare Enrollment

    Child must be enrolled in MaineCare

  2. Assessment

    Complete comprehensive assessment with qualified provider

  3. Prior Authorization

    Obtain approval through Acentra Health (Maine's ASO)

  4. Service Delivery

    Begin receiving individualized support services

Section 28 Covered Services Include:

  • Individual Treatment Planning (ITP)
  • Behavioral Health Professional (BHP) services
  • Skills training and development
  • Community integration support
  • Family support and training
  • Crisis intervention when needed
  • Coordination with other providers and school teams

Section 65: Behavioral Health Services

Section 65 of the MaineCare Benefits Manual covers a broad range of behavioral health services including outpatient therapy and clinical assessments for MaineCare members.

Our Section 65 Services

  • Outpatient Therapy – Individual therapy for adults addressing stress, anxiety, depression, trauma, and other mental health concerns. In-person and telehealth options available.
  • Diagnostic Assessments – Comprehensive psychological evaluations using standardized assessment tools to determine diagnoses and inform treatment planning.
  • Adaptive/Functional Assessments – Assessments using tools such as Vineland, ABAS, Bayley, and Battelle scales to measure adaptive functioning and developmental skills.

Section 65 Eligibility

  • Must be enrolled in MaineCare
  • Services must be medically necessary
  • Services must be provided by qualified, licensed providers
  • Some services may require prior authorization

Service Area: In-person services available in the greater Lincoln area. Telehealth services available statewide for eligible members.
